The workflow I follow is this:

1. I send my email to Instapaper using Instapaper’s email account.
2. I highlight on Instapaper.
3. As my Readwise’s account is connected to Instapaper, those highlights go directly to Readwise and my connected apps (in my case, Notion and Evernote).
4. Once in my apps (Evernote in my case, because I also send the highlights to Notion just as a backup), I process every highlight to decide if I take action on it (I create the action items on Notion) or think about it (I use Obsidian as my PKM tool).

I don’t recommend to change this workflow’s order simply because it won’t work, as you’ve “suffered”.
